When it comes to customs, one of the best things about CARM Canada is its ability to streamline the process. All companies that import into Canada must register in the CARM Online Client Portal. This way, the CBSA will be able to see all of the customs documents you’ve submitted, including those that have been seized. The CBSA also provides a helpful video that explains the project. If you’re not already aware of CARM, the acronym CARM stands for CBSA Assessment and Revenue Management. It is a government project designed to simplify the import process and increase productivity for companies. This new system will be the first all-cloud environment used by the CBSA. The project is ongoing and is the first step towards streamlining and modernizing the import process. The CARM Client Portal will allow importers to view their import records, and submit duty and tax payments easily and efficiently. To access the system, you’ll need to have a GCKey or sign-on partner and delegate authority. The CARM Client Portal will also provide electronic commercial accounting declarations, and correction and adjustment capabilities. CARM will also replace B3 Customs Coding and allow electronic management of appeals and compliance actions.
Once the system is fully implemented, it will add new features and billing cycles. You’ll also be able to register for CBSA programs and business numbers. Phase two of CARM is expected to start in May 2022. It will be mandatory for everyone importing into Canada to register for the service by that date. Once this phase is complete, you’ll be able to use CARM for the import of goods. And once it is, the new system will make import compliance a breeze.
The final version of CARM will include an expansion of the functionalities of the CARM system as well as the addition of new features for the CARM Client Portal. Release 2 will also put into effect the Direct Security Bond mandate, which requires importers to directly secure all commercial imports rather than relying on the assistance of customs brokers. This mandate is part of the Direct Security Bond. In the end, it will remove the necessity of utilising the services of customs brokers and other service providers. A business account manager will oversee all aspects of the CARM account for the importer.
Following the launch of the CARM Client Portal, the Canadian government will initiate discussions regarding the reorganisation of the financial aspects of the Lower Churchill project as well as the Muskrat Falls project. These projects, however, are distinct from the proposals that CARM Canada has been working on.
As a result of the exploration of the ocean by Hibernia, Canada will transfer a total of $2.5 billion in net value to the provinces of Newfoundland and Labrador. In the fall of 2019, the final version of the CARM Canada Bill will be presented to parliament.
